This error can be caused on SaaP implementations if the value for "Enable 32-Bit Applications" in the MVPAppPool is set to True.

 
  1. Open IIS Manager. 
  2. Highlight Application Pools.
  3. Then highlight over MVPAppPool.
  4. Go to Advanced settings.
  5. Change "Enable 32-Bit Applications" value to False.
  6. Perform IIS Reset.
