Local Administrators can prevent Requestors from editing other Users' Work Requests (WR). 
 
Use the following steps to adjust this setting:
  1. Select Administration.
  2. Select Settings.
  3. Select Work.
  4. Set "Requestors can only edit their own Work Requests" to Yes.
  5. Select Save.
